Volunteers Needed

Citizen Initiative and Referendum (CIR) Study

LWVNC is about to launch a statewide study of CIR under the direction of the state board and with study team members from several Leagues across the state. Currently, 26 states have a CIR process. This study is an essential step toward putting a League position in place so we can advocate for CIR adoption. This study will build on decades of hard work by league colleagues across the country. We have assembled some 35 studies, reports, and positions on CIR produced by 18 state Leagues from Alaska to Florida. Some of these states have had CIR for well over a century and are looking to fine-tune their systems, but others have no CIR systems in place. Maryland just adopted a position in 2021 and is now working to get CIR adopted there. Alabama is actively pursuing CIR as well, and Florida is targeting reforms to further strengthen their longstanding CIR system. These studies will boost our efforts with our sister Leagues’ hard-won expertise, giving us what we need to reach our goal: Empowering NC voters by allowing them to collect signatures to place legislation on the ballot for such things as reforming redistricting, providing more funding for our schools, and finally approving the ERA!   • LWVNC Statewide Briefing and Dialogue on Citizen Initiative, May 14, 2024 

Citizen initiatives (CI) give voters a powerful “direct democracy” tool, enabling them to collect signatures and put a proposed law or constitutional amendment directly on the ballot for state voters to consider. About half of states have some form of CI; North Carolina does not. The LWVNC Board authorized a study which is currently underway. The CI Study Group received input in the virtual small- group sessions from League members from across the state. 

Briefing: Asher Hildebrand, Associate Professor at the Duke Sanford School of Public Policy, provided a briefing on Citizen Initiative and its role as a direct democracy tool, reviewing pros and cons. 

Small Group Dialogue: League members participated in virtual breakout rooms to discuss what they wanted the CI Study Team to consider as their work continues toward a state-wide position on CI.
