- Formation of a Fresno Regional Transit District with both planning and implementation authority
- Develop alternatives to the private automobile.
- Provide public transit system which:
Has a flexible schedule that meets the needs of the com munity and outlying areas
Gives priority to those dependent upon public transportation
- Offer incentives to promote the use of public transit
- Develop measures for public transit system funding requiring:
Designating a specified amount of locally generated funds each year for public transit
Providing a local share of funds sufficient to meet local transit needs
- Recognize that public transit may be publicly or privately owned, operated and or funded
- Establish public transportation policies consistent with sound land use plans and clean air requirements
