Hawaii has the nation’s highest rate of per capita homelessness. In the League’s effort to increase the supply of affordable housing and prevent homelessness, we present testimony supporting a variety of approaches. These include supporting “Housing First” initiatives, vouchers to keep low-income people from becoming homeless, and temporary “Ohana Zones.” Our hope is for decent housing for every Hawaii resident.
