WHAT IS A WITNESS SLIP?
A witness slip reflects a person’s or group’s position on a particular bill.

WHAT IS THE PURPOSE OF FILING A WITNESS SLIP?
As part of the legislative process in Illinois, they are used as tools for organizations to engage advocates in the process.  When bills are debated and voted upon in committees, witness slips serve as an unofficial record of proponents and opponents, giving legislators a gauge of constituency interests ahead of a vote.

WHEN TO FILE A WITNESS SLIP
Our League Issue Specialists send out notices to League members to complete witness slips for proposed legislation that either support or conflict with stated League positions.

HOW TO FILE A WITNESS SLIP
Submitting a witness slip is fast and easy.  It simply requires completing an online form that is then filed with the State of Illinois.
​STEP-BY-STEP PROCESS TO FILE:
  • Click on the link sent to you by a League issue specialist to “create a witness slip”
    (this will go directly to the General Assembly website)
  • Enter your name and address
  • For firm or business, write "self"
  • You need to include a title - Ms, Mr, whatever you like
  • For persons represented, write "self"
  • Check PROPONENT or OPPONENT,  per instructions from the League's Issue Specialist
  • Under Testimony, click "Record of Appearance Only
  • Click "I agree to the ILGA Terms of Agreement"
  • Click the “Create a Witness Slip” button
