As part of the legislative process in Illinois, they are used as tools for organizations to engage advocates in the process. When bills are debated and voted upon in committees, witness slips serve as an unofficial record of proponents and opponents, giving legislators a gauge of constituency interests ahead of a vote.

STEP-BY-STEP PROCESS TO FILE:
- Click on the link sent to you by a League issue specialist to “create a witness slip”
(this will go directly to the General Assembly website) - Enter your name and address
- For firm or business, write "self"
- You need to include a title - Ms, Mr, whatever you like
- For persons represented, write "self"
- Check PROPONENT or OPPONENT, per instructions from the League's Issue Specialist
- Under Testimony, click "Record of Appearance Only
- Click "I agree to the ILGA Terms of Agreement"
- Click the “Create a Witness Slip” button
