LWV Bay Area Seeking an LWV Member for the BART Bond Oversight Committee (Measure RR).
In 2016, Bay Area voters passed Measure RR, a $3.5 bond measure to be used to rebuild the aging BART system. Included on the Oversight Committee are five designated professionals and two members from the League of Women Voters, to represent the public.
The League is honored that BART has essentially reserved two seats to be filled by League members, and we want to help them do this. We are seeking someone to fill one of these seats with a member who is interested in transportation and bonds.
BART Bond Oversight Committee (Measure RR). The committee consists of five professionals in the areas of engineering, auditing, public finance, construction project management and two members from the League of Women Voters. One of the League
members is resigning by the end of the year. Committee members are responsible for the following: assess how bond
proceeds are spent; assess that work is completed in a timely, cost-effective and quality manner; communicate its findings and recommendations to the public and publish an annual report.
Committee members are asked to sign a conflict-of-interest statement and disclose any potential conflicts that may arise in the course of their service. The full BART board will vote on approval of a nominee to fill the vacancy. They are looking for someone who has a high interest in public transit – preferably BART, who is very people oriented and who enjoys the nuances of public policy but has the ability to translate the policy into engaging and simple terms for everyday people to understand and someone who rides BART frequently, but not necessarily a daily commuter.
New members should expect to spend about 4 to 6 hours over a 2 to 3 month period getting up to speed. This will include staff introductions, on-board protocols, answering emails, etc. Minimum time commitment is to attend a 2.5 hour meeting four times/year on the 3rd Friday of March, June, September, and December for a term of two years.
Members generally spend no more than an hour before each meeting prepping for the meeting. Members generally spend about 2 to 5 hours in-between quarterly meetings reading/answering emails from staff.
