HB 5855 PROTECT ILLINOIS COMMUNITIES ACT

Following the Highland Park July 4th Mass Shooting, and in face of daily gun deaths across Illinois, the House Firearm Safety & Reform Working Group proposes HB5855 to reduce gun violence:

  1. Ban on Assault Weapons, Large Capacity Magazines (10+), and Rapid-Fire Devices
    1. End the Sale of Assault Weapons immediately, Allowing Registration of Existing Weapons
    2. Prevent future sales of ammunition magazines holding more than 10 rounds
    3. Tighten regulations to prohibit rapid fire devices turning weapons into fully automatic guns
  2. ISP Anti-Gun Trafficking Strike Force
    1. Establish an interdisciplinary state-wide strike team at the Illinois State Police, in concert with the DOJ and ATF, to combat the influx of illegal guns across state lines into Illinois
  3. Increase FOID eligibility age to 21 years of age
    1. Remove ability for under-21 young adults to firearms and ammunition
    2. Establish exceptions for anyone under 21 serving in the U.S. Military or the IL National Guard
    3. Permit guardian-supervised hunting or sports shooting for persons under the age of 21.
  4. Remove Firearms from Dangerous Persons
    1. Extend duration of a Firearm Restraining Order ("FRO") from 6 months to 1 year, including renewed FRO's
    2. Gives States' Attorney's standing to assist in filing a FRO.
    3. Other amendments and improvements to FRO laws.
