The public is invited to hear Dr. David Licate, District 3 Summit County Council Representative, at the LWVH meeting. He will cover the differences between city, county and state government and the priorities for the council. There will be a Q&A session following his presentation. David Licate represents the citizens of Boston Heights, Hudson, Monroe Falls, Silver Lake and Stow. Summit County Council is the decision-making body for the county ensuring that laws and regulations promote the health, safety and welfare of residents. The County Council has 8 area representatives and 3 at-large members on the County Council.
Dr. Licate is a professor of criminal justice at the University of Akron where he serves as department chair and faculty fellow at the Michael J. Morell Center for Intelligence and Security Studies. His leadership roles have included associate director of UA’s Center for Emergency Management and Homeland Security Policy Research and member of the executive management team for the U.S. Attorney led Northern Ohio Violent Crime Consortium.
He has also been an instructor at the Ohio Peace Officer Training Academy and Police Executive Leadership College on the topics of policing strategies and organizational change.
Before joining Summit County Council, Dr. Licate served as president and member of the Stow-Munroe Falls Board of Education and as a member of Stow City Council where he served on the Planning and Public Improvement committees. In addition, Licate has served on the Stow-Munroe Falls City School District Safety and Security Committee (which he founded), the Stow Public Safety Services Committee among other organizations.
Dr. Licate has a Ph.D. in Political Science from Kent State University and a Master of Science in Criminal Justice from the University of Cincinnati.
