LWVH Observer Corps Program Roles and Resources (Updated 2/2025)
LWVH Observer Corps Manager Role
Organize and facilitate annual Observer Corps (OC) meeting; train and mentor new and ongoing Observers; act as Consultant to OC and Board; recruit new OC participants; update public officials with observer identities annually; promote Attorney General Sunshine Laws Training and Sunshine Week; update Observer Corps training materials; collaborate with other League Observer Corps; manage LWVH website information updates; current, paid member of LWVH.
LWVH Observer Monthly Activity Recorder Role
Solicits monthly mini reports via email; keeps a record; reports monthly to LWVH Board; writes Annual meeting report; identifies observers, assignments, and total of volunteer hours; reports statistics periodically to the website webmaster to be published;
- Independent practitioners: educated in Sunshine Laws, may initiate advocacy with Board (Advocacy?) communication, promote Best Practices in government
- Current, paid members of LWVH
- Commissioned by the Board
- Encouraged to take Ohio Attorney General’s Sunshine Laws training
- One Observer Corps training required; mentoring/consultation ongoing
- Can operate as partners and/or teams
- Identified in public and by public officials; wear LWV badge when observing in person
- Maintain full reports and relay monthly mini activity reports to Recorder
- Communicates League issues to Manager and/or Advocacy Committee
- Observe public meetings onsite and or livestream and video recording where available
- Speak for League only with President and/or Board approval
- Follow recusal policy: suspend observation when addressing personal issues with public officials
- Hudson and Summit County Observer positions are available
LWVH Board
Commissions Observer Corps (OC) members; monitors activity; recruits new OC participants; addresses issues and concerns when raised by OC reporting; consults with observers when necessary. Board are the main communicators with public officials and the public; exceptions are made for an observer to speak on behalf of LWVH when approved by the Board.
