A recent result from the Winthrop University Poll reinforces our point that for several major policy areas, clear majorities of South Carolina residents express views that diverge from legislation advanced or enacted by the state legislature. This pattern is most clearly documented in polling released in November 2025.

Redistricting and Representation (November 2025)

The November 2025 Winthrop Poll found broad public opposition to partisan and racial gerrymandering:

• 67% of South Carolinians said drawing legislative districts to favor one party is a major problem.
• 66% said it should be illegal to draw districts that disadvantage members of a political party.
• 73% said it should be illegal to draw districts that disadvantage members of a racial group.

Despite these views, South Carolina's legislative maps continue to be drawn by legislators, and court challenges and legislative debates have not resulted in reforms aligned with these majority preferences.
