State bonds are used for school buildings and infrastructure, not for curriculum, salaries or administration.
Since 1988, Prop 98 guarantees K-14 schools about a 40% of state income tax revenue. The income tax has become the primary way of financing schools.
One of the results of Prop 13 is that residential property owners contributed 72% and commercial properties pay 28% of total property taxes to improve local facilities and schools.
Since Prop 13, most initiatives have been to the advantage of taxpayers. The exception is the initiative requiring 55% vote for school facilities bonds and parcel taxes that was adopted as part of Prop 39 in 2002. Prop 5 would apply the same requirements to government infrastructure and affordable housing bonds and parcel taxes.
