League of Women Voters Statement on School Construction Fees

The League of Women Voters of Frederick County (LWVFC) has consistently supported annual adjustments to school construction fees. The school construction fee option was intended to be a short-term measure when introduced in 2011 and was eliminated in 2018, except for those developments covered by Development Rights and Responsibilities Agreements and Letters of Understanding.

 Frederick County Council is currently considering an act to adjust the school construction mitigation fee to match the actual cost of building schools. Councilmember Steve McKay is lead sponsor of a bill that would bring the fees more in line with school construction costs. Councilmembers Jerry Donald and Kai Hagen are co-sponsors of the bill. The councilmembers point out that a fee designed to offset the cost of building schools in areas where they are already at or over capacity must keep pace with costs that change over time.

 Since the school construction fee was introduced in 2011, it has been increased only two times. As the councilmembers point out, this means that more and more of school construction costs have been transferred from developers of new housing to county taxpayers in areas where schools are overcrowded.

 The Board of Directors of the LWVFC, with the recusal of co-president Carole Jaar Sepe, supports an increase in school construction fees now and annual reviews of these fees and increases where appropriate.
