Fran was born and raised in New York City. After moving to Albany, NY, she received her B.S. from State University of NY-Empire State College. She has worked as Assistant Dir., Senior Services of Albany; Supervisor of Volunteers, Foster Grandparent Program, Troy, NY; Manager of two senior adult day programs and Eldercare Counselor.

After moving to Frederick to be closer to her two children and 4 grandchildren, she became involved in the League of Women Voters of Frederick County.  She has volunteered at the Frederick County Food Bank and is currently a volunteer at the Frederick County American Red Cross.
