- Charter Home Rule is the ideal form of government for Frederick County because it gives the voters the authority to write a constitution for their government and to amend it.
- The Charter should reflect a clear delineation of executive and legislative functions. (2007)
- An elected County Council with legislative responsibility is a good principle.
- The Charter should:
- Be the one best adapted to the needs of the area;
- Be representative of all people of that area;
- Provide checks and balances through the separation of the legislative, executive and judicial branches;
- Provide for efficient and economical operation through
- the clear definition and assignment of responsibility,
- the hiring of competent personnel,
- providing ease of access to public records and documents,
