Adopted in 1963; affirmed and amended 1968, 1995, 2007.

Statements of Position:

  1. Charter Home Rule is the ideal form of government for Frederick County because it gives the voters the authority to write a constitution for their government and to amend it.
  2. The Charter should reflect a clear delineation of executive and legislative functions. (2007)
  3. An elected County Council with legislative responsibility is a good principle.
  4. The Charter should:
    1. Be the one best adapted to the needs of the area;
    2. Be representative of all people of that area;
    3. Provide checks and balances through the separation of the legislative, executive and judicial branches;
    4. Provide for efficient and economical operation through
  • the clear definition and assignment of responsibility,
  • the hiring of competent personnel,
  • providing ease of access to public records and documents,
  • establishing amendment procedures for the basic written document or constitution,
  • and employing procedures designed to stimulate informed and active participation of the citizens of the area.
