How does this Primary Election work?

All candidates for voter-nominated offices are listed on the ballot. Voter-nominated offices include state legislative offices, U.S. congressional offices, and state constitutional offices. You may vote for any candidate regardless of your stated party preference. In the primary election, the top two candidates, regardless of party preference or the percent of vote won, move on to the general election.

Important Exceptions: California’s top-two primary system does not apply to candidates running for some offices, mainly local. Many local offices will be decided with primary votes only, making the primary your only opportunity to weigh-in. Local elections are where your vote holds the greatest weight, but if you don't vote, you don't count.
