Description: The LWVID and its BRACEs Committee (Building Resilience with ACEs Interventions) worked with legislators and the Idaho Resilience Project to present this concurrent resolution. This resolution is patterned after a similar resolution that passed in neighboring Utah and:

1)      Highlights recent advances in understanding the impact of adverse childhood experiences on an individual's future outcomes;

2)      Encourages state officers, agencies, and employees to become informed regarding well-documented detrimental short-term and long-term impacts to children and adults from serious traumatic childhood experiences; and

3)      Encourages state officers, agencies, and employees to implement evidence-based interventions and practices that are proven to be successful in developing resiliency in children and adults currently suffering from trauma-related disorders.

There is no fiscal impact on the state’s General Fund.

Resolution status: It will receive a public hearing on Tuesday, Feb. 1 in the House Health & Welfare Committee. If it is passed there, it will be voted on by the full House and then move to the Senate Health & Welfare Committee and then the full Senate.

League position: Support LWVUS Impact on Issues 2020-2022

The LWVUS believes that early intervention and prevention measures are effective in helping children reach their full potential. The League also supports behavioral health care that is integrated with, and achieves parity with, physical health care as well as health education—from early childhood throughout life—that integrates all aspects of social, emotional, and physical health and wellness.

Talking Points:

  • This resolution was supported unanimously by the Idaho Behavioral Health Council and complements its Strategic Action Plan.
  • This resolution encourages state agencies to develop and implement interventions and mitigations that fit their programs and clients in order to increase resiliency in traumatized youth and adults.
