HB 1280 - Greenhouse gas emissions reductions in the design of public facilities: Sets requirements for all-electric and clean-energy systems in new and newly leased publicly-owned buildings be considered using life-cycle cost analysis. This bill passed on the House floor 57-39, so significant opposition remains.  A public hearing was held in the Senate Commitee on Environment, Energy and Technology at 10:30am, March 18, and a vote is scheduled in this committee for March 23.  Sen Sheldon
