SB5476 In State v. Blake, the Washington Supreme Court ruled that the state law criminalizing possession of controlled substances is unconstitutional. That ruling gives the legislature the opportunity to adopt a new approach to substance use disorders—once that is centered in public health, not arrest and incarceration. SB 5476 is a positive step in this direction and will ensure that we don’t end up with a patchwork of local laws that will just take us back to the failed war on drugs.
