Town of Danville Council Meeting 2/16/21

Topics discussed:
  • A Legislative update was given by Assistant to the Town Manager Diane Friedmann.
  • Henry Perezalonso gave an update on the town’s Recreation, Arts, & Community Services Department.
  • The Town has several open positions. Recruiting has begun. A list of the positions and the applications can be found on the Town of Danville website.
Motions:
  • Carrying forward from the February meeting, a motion was made to adopt Ordinance No. 2021-01, repealing existing Chapter 32-76 of the Danville Municipal code and Chapter 32-76 to the Danville Municipal Code related to Accessory Dwelling Units. The ordinance covers parking restrictions, owner occupancy requirement, the definition of manufactured homes, & subjective design requirements as related to ADUs. Specific details of the motion can be found in the meeting minutes. The motion passed unanimously.
  • A motion was made to consider adoption of Resolution No. 8-2021, accepting the mid-year Financial Report, approving mid-year adjustments to the Fiscal Year 2020/21 Operating Budget. The motion passed unanimously.

Town of Danville Council Meeting 2/2/21

Topics discussed:
  • The Town Manager presented his monthly report to the Council. The majority of his report was the recent change in Covid19 related restrictions, vaccine distribution, ongoing small business support, & housing assignments by ABAG for Danville.
  • Jim Donnelly joined the meeting and shared information from the CCC Advisory Council on Aging and the County Connection Citizens Advisory Committee.
  • Reports were given by the Chamber of Commerce Liaison & the Senior Advisory Commission Liaison.
Motions:

A preliminary motion was made to Consider the Ordinance No. 2021-01, repealing existing Chapter 32-76 of the Danville Municipal code and Chapter 32-76 to the Danville Municipal Code related to Accessory Dwelling Units.  Specific details of the motion can be found in the meeting minutes. Instead on the original motion a motion was made to bring this topic back for a first reading on 2/16/21. The motion pass unanimously.

Town of Danville Council Meeting 1/12/21

  • The Town Manager presented his monthly report to the Council.
  • A detailed financial report was presented. A copy of the power point presentation can be seen in the recorded copy of the meeting.
Motions:

  • Senior Advisory Commission
  • Parks, Recreation and Arts Commission
  • Heritage Resource Commission
  • Planning Commission; the Design Review Board
  • CCC Advisory Council on Aging

Town of Danville Council Meeting 12/15/20

Topics discussed:
  • Following the report of the Town Manager, the Council directed the Town Manager to prepare a proposal to provide a second round of grants for town businesses.  The council also asked the Town Attorney to prepare a proposal to limit the fees charged by delivery services (like DoorDash or GrubHub). The Council hopes to review these proposals as soon as Friday, 12/18.
  • The Council considered a proposed Solid Waste and Recycling program for 2021 and a recommendation for a 4.5% rate increase to the RecycleSmart Joint Powers Authority. The proposal was approved unanimously.

  • Planning Commission representative to the Design Review Board (4 yr. term)
  • MCE Clean Energy Board of Directors (1 yr. term)
  • RecycleSmart Board of Directors (1 yr. term)

Town of Danville Council Meeting 11/17/20

Topics discussed:
  • Parks, Recreation and Arts Commission Chair Jane Joyce gave a report on the services provided by the Parks, Recreation, & Arts Commission and how the Commission has successfully adapted to the COVID-19 guidelines and restrictions.
  • City Clerk Marie Sunseri announced recruitment has begun for 16 open positions on various city commissions.
Motions
  • Resolution #75-2020 authorizing the installation of a one-way stop control on El Pinto at El Pintado Road, and a two-way stop control on Benjamin Lane and Green Gables Court at Culet Ranch Road passed unanimously.
  • Resolution #76-2020, approving changes to the Town of Danville Investment Policy passed unanimously.
  • Resolution #77-2020, awarding a construction contract for the Town Office Relocation Project, CIP No. B-626 passed unanimously.
  • Resolution No. 78-2020, accepting the Fiscal Year 2019/20 Audited Comprehensive Annual Financial Report for the TOD passed unanimously.

Town of Danville Council Meeting 11/4/20

Topics discussed:
  • Many resident comments regarding the pending Costco gas station that is being proposed in San Ramon on the Danville border.
  • Senator Steve Glazer joined the meeting to discuss recent bills that he sponsored. He also introduced bills that he will be working on for 2021.
  • Presentation of a Covid19 Forward Focus Grant Program. A program to assist local businesses survive the winter months. There were many details presented and discussed. 
Motions
  • A motion was made to approve the presented Covid19 Forward Focus Grant Program with a total approval of individual grants up to $5k with a total fund available of $250K. The motion passed.

Town Council Meeting 10/20/20

Topics discussed:
  • The 20/21 mid-year Library Services report was presented. The Council agreed the Library is an essential business for Danville and will get same consideration and support as other downtown businesses.
  • Presentation by Innovation Tri-Valley and iGate, two privately funded organizations working to attract Tech Businesses to the Tri-Valley. The Town of Danville supports the work of these organizations and is excited about what it might mean for people who live in Danville and want to work near home. A long list of projects was introduced including the creation of a tech incubator for tech startups and the idea of a light-rail system for the 580 and 680 corridors.

    • Update on work being done to modify the methodology of the Housing Allocation by ABAG (Assoc. of Bay Area Governments).

    • Weekly 10-8 podcasts from Chief of Police continuing.
    • Hired a 2nd Town Planner.

Town Council – Special Meeting 9/29/20

Topics discussed:
  • Presentation of recent survey of the businesses downtown about the current street closures.
  • Per county guidelines, live music is not permitted.
  • As of today, 9/29 restaurants can resume indoor dining at 25% of their occupancy capacity and retail can resume indoor shopping at 50% of their occupancy capacity.
  • The impact of daylight savings and the change in the weather on outdoor dining.
Motions
  • A motion was not necessary, but the Council reached consensus that the town would continue with the current street closures.

Town Council Meeting -9/15/20

  • Current street closures.
  • The possibility of restaurants opening for indoor dining
  • Street vendors
  • Crime report from the Chief of Police
  • Ordinance No. 2020-4 (application submission procedure)
  • Appointment to new position on the Danville Historic Design Review Committee.
Motions
  • A motion was made to repeal Ordinance No. 2020-4, which would return the land use, subdivision, and zoning application submission procedure to the pre-pandemic procedure. The motion passed.
  • A motion was made to appoint Mark Grand to the position of Representative to the Danville Historic Design Review Committee.  The motion passed.
