Mark Bulot graduated from the University of Redlands in 1975 and remained to make positive contributions in the community through his service on a variety of boards and volunteering his time on the Riverside County Hazardous Waste Citizens Advisory Commission where he was selected as Chair to lead the group in preparing the County Hazardous Waste Management Plan, the City of Redlands Solid Waste Task Force, the Boys and Girls Club of Redlands, and also the United Way of the East Valley.  

For more than 18 years, Mark has served as a Director on the Board of Directors for the San Bernardino Valley Municipal Water District (Valley District), a special district responsible for obtaining supplemental water and for managing water resources in the San Bernardino Valley.  During that time, he was elected to serve as President, Vice President and Treasurer.  He was also selected to serve on the Board of Commissioners for the Santa Ana Watershed Project Authority (SAWPA) where he also served as Chair.

During Mark’s tenure on the Valley District Board, he used his professional skills as a Geologist and Hydrogeologist to help the region overcome a significant problem with high groundwater which could have resulted in deadly liquefaction if combined with a major earthquake.  Mark is concerned about the quality of the regional water supply and ensured that water quality remained a priority for Valley District.  He also ensured that development of new supplemental water supplies remained a priority. 

During his tenure, Valley District obtained a water right to divert stormwater that used to flow to the Pacific Ocean.  Mark has also been a strong proponent of the proposed California Water Fix and the Sites Reservoir which will also provide additional, high quality supplemental water to our region.  By ensuring the region has a reliable, high quality water supply, Mark has protected and preserved the high quality of life that is presently enjoyed in the region.
