In January, the City of Pleasant Hill received notice of an impending lawsuit should the City continue its at-large election process for city council members. Many cities, including Concord, Martinez and Antioch, have recently moved to by-district elections to comply with the requirements of the California Voting Rights Act. Because at-large elections may result in councils which don't represent the various ethnic and racial groups in a city, by-district elections are the alternative which is often required.
