League of Women Voters of Delaware Election & Voting Committee Chair Jill Itzkowitz was quoted in a pair of news articles about House Bill 65, a bill before the General Assembly that would move Delaware's primary election date from September to April, to align with the state's Presidential Primary Election date.

LWVDE's Advocacy Corps has elected to remain neutral on the bill's passage. 

Itzkowitz noted that the bill has both benefits and drawbacks. 

Currently, it is difficult to schedule forums and collect survey responses because of the short time between the state primary in September, and the general election in November, especially given early voting and absentee ballots. Changing the primary to April will help this issue, but will cause a problem with educating voters about primary candidates. With the general assembly still in session in April, Easter, Passover, and spring break, it will be nearly impossible to host forums and get candidates to respond to our surveys. We realize that changing the date may increase voter turnout, but it will be at the expense of having a knowledgeable electorate.

Itkowitz's comments provided a counterpoint for supportive statements about the bill from Delaware NAACP, ACLU of Delaware and Delaware State election commissioner Anthony Albence

HB 65 sponsor, Rep. Stephanie Bolden, has introduced bills to move the primary election date eight times in previous legislative sessions, generally receiving bipartisan support in the House but stalling in the Senate.

LWVDE's Itzkowitz was also quoted in this March 17, 2025,Delaware Online article on HB 65Again, Itzkowitz's comments provided counterpoint, this time to a supportive statement from the Delaware Coalition for Open Government.

Bill supporters point out that changing the primary election date to coincide with the Presidential primary would save the state money, and could increase voter turnout for the Delaware primaries while reducing confusion among the electorate about the state's multiple election days.
