Citizen Initiative (CI) Action Team
Empowering Voters Through Citizen-Led Ballot Measures
At the 2025 LWVNC Convention, delegates approved the addition of Initiative and Referendum as an official public policy position. Initiative and Referendum gives citizens the ability to initiate statutory or constitutional changes by gathering sufficient signatures to place a measure on the ballot. Commonly known as Citizen Initiative (CI), it provides a path for voters to enact laws when the legislature declines to act—making it a powerful tool of direct democracy.
Following adoption of the new position, the real work now begins. The Citizen Initiative Action Team has been tasked by the LWVNC Board with educating League members statewide about CI and its potential to strengthen democratic participation and advance League priorities. The team has already scheduled numerous presentations across North Carolina and welcomes the opportunity to brief additional Leagues, community partners, and interested groups.
