Election of President by Popular Vote Action Team
65% of Americans Support Direct Election of the President
The League remains committed to moving our nation beyond the archaic Electoral College and toward true representation – a democracy powered by the people, for the people. To this end, the LWVNC Election of the President by Popular Vote Action Team was established in 2024, led by Suzanne Fisher (LWV Asheville-Buncombe). In 2025, LWVODC joined the effort and formed the National Popular Vote Action Team (NPV). The ODC team has participated in several meetings since the summer of 2025 to discuss next steps, including:
- Identify the right sponsor for a North Carolina NPV Interstate Compact bill who is influential with leadership and committee chairs. The National Popular Vote Interstate Compact is a constitutionally conservative, state-based, nonpartisan approach begun in 2006 that retains the Electoral College and the power of the states to control how the President is elected. The compact will go into effect when states representing 270 electoral votes join via legislation. Adoption of the compact will make every person’s vote equal throughout the United States and ensure that every vote in every state will be politically relevant in every presidential election.
- Develop a campaign plan for introducing the national popular vote bill, including identifying key targets and strategies including the launch of a petition to make League and non-League voices across NC heard in support of NPV. As of December 4, 2025, there were over 1000 signatures on the petition.
- Form a coalition with other pro-democracy organizations to support the national popular vote initiative. Current coalition members include: Better Ballot North Carolina, Carolina Jews for Justice, (Western) North Carolina Common Cause, Democracy NC, League of Women Voters of North Carolina, NC for the People, Winston Salem Urban League, American Civil Liberties Union of NC.
- Create a whip list (a tally or tracking document used by political party leaders (whips) to monitor how their members plan to vote on upcoming legislation) of legislators with their positions on the national popular vote issue.

Citizen Initiative (CI) Action Team
Empowering Voters Through Citizen-Led Ballot Measures
At the 2025 LWVNC Convention, delegates approved the addition of Initiative and Referendum as an official public policy position. Initiative and Referendum give citizens the ability to initiate statutory or constitutional changes by gathering sufficient signatures to place a measure on the ballot. Commonly known as Citizen Initiative (CI), it provides a path for voters to enact laws when the legislature declines to act—making it a powerful tool of direct democracy.
Following adoption of the new position, the real work now begins. The Citizen Initiative Action Team has been tasked by the LWVNC Board with educating League members statewide about CI and its potential to strengthen democratic participation and advance League priorities. The team has already scheduled numerous presentations across North Carolina and welcomes the opportunity to brief additional Leagues, community partners, and interested groups.
