On Demand Ballot Voting

On Demand Voting allows Bucks County voters to apply in person for a mail-in or absentee ballot and, if the application is approved, receive the ballot during the same visit.

An On Demand ballot is a mail ballot. Instead of receiving the ballot through the mail, the voter applies in person and receives the ballot directly from Board of Elections staff.

On Demand Voting is not early voting.

Voters are not required to apply for a mail ballot in person. A mail ballot may also be requested online through the Pennsylvania Voter Services website or by submitting a paper application to the Bucks County Board of Elections. Pennsylvania's deadline to apply for a mail-in or civilian absentee ballot for the November 3, 2026 General Election is 5:00 PM on Tuesday, October 27, 2026.

How On Demand Voting Works

  1. Visit an Election Office
     Visit any of the 7 locations listed below during posted On Demand Voting hours.
  2. Complete an Application
     Complete a mail-in or absentee ballot application. Board of Elections staff will process the application while you wait.
  3. Receive Your Ballot
     If your application is approved, your ballot will be printed, and your mail ballot materials will be provided to you.
  4. Complete Your Ballot or Take It With You
     You may complete your ballot during your visit or take it with you to complete later.

Completed ballots may be returned to a Board of Elections employee, placed in an Official Ballot Drop Box, or returned by mail.

Plan Ahead

The On Demand Voting process is estimated to take at least 10 to 15 minutes per voter, not including time spent waiting in line. Wait times may vary depending on voter volume.

Services Available Through October 27

All 7 locations offer:

  • On-Demand Mail Ballot Voting: Apply in person for a mail-in or absentee ballot and, if approved, receive your ballot during the same visit.
  • Voter Registration Services: Submit voter registration requests and updates.
  • Official Ballot Drop Box: Return your completed mail-in or absentee ballot at a secure ballot drop box.

The four temporary satellite election offices were added for the 2026 General Election, bringing the total number of On Demand Voting locations to seven. Each location was approved to provide On Demand Voting, voter registration services, and a secure ballot drop box.

Important: On Demand Voting Ends October 27

Tuesday, October 27, 2026 at 5:00 PM is the deadline to apply for a regular mail-in or civilian absentee ballot.

After 5:00 PM on October 27, regular On Demand Mail Ballot Voting is no longer available. Pennsylvania law provides an emergency absentee ballot process for voters who qualify because of an emergency, such as an unexpected illness, disability, or last-minute absence from their municipality. Emergency absentee ballot applications may be submitted after 5:00 PM on October 27 through 8:00 PM on Election Day, November 3, 2026.

After October 27

Emergency absentee voting services will only be available at the following three Board of Elections locations:

  • County Administration Building
     55 E Court Street
     Doylestown, PA 18901
  • Lower Bucks Government Services Center
     7321 New Falls Road
     Levittown, PA 19055
  • Upper Bucks Government Services Center
     261 California Road
     Quakertown, PA 18951

The four temporary satellite election offices will no longer provide On Demand Voting or other voter services after October 27.

Their Official Ballot Drop Boxes will remain available during posted drop box hours for voters returning completed ballots.

Ballot Return Deadline

Your completed mail-in or absentee ballot must be received by the Bucks County Board of Elections no later than 8:00 PM on Tuesday, November 3, 2026. A postmark is not sufficient.

Returning a Ballot for Another Voter

You may only return your own ballot unless you are assisting a voter with a disability and the returned ballot is accompanied by a completed Authorized Designated Agent Form.

Official Ballot Drop Boxes

Bucks County has 14 Official Ballot Drop Box locations for returning completed mail-in and absentee ballots.

Seven drop boxes are located at the Election Office and On Demand Voting locations. Seven additional drop box locations are available at libraries throughout the county. The County currently lists the first group beginning October 5 and the library drop boxes beginning October 19.
