The Massachusetts Open Meeting Law requires that most meetings of public bodies be held in public, assuring that "the right of all citizens to have advance notice of and to attend all meetings of public bodies at which any business affecting the public is discussed or acted upon, with certain limited exceptions to protect the public interest and preserve personal privacy."

The Observer Corps both takes advantage of this law, in attending and reporting on government meetings, and watches to assure that meetings are conducted in compliance with the law.  An observer is the eyes and ears of the League, learning how government works and monitoring the process as well as recognizing issues that could become items for local study and action. Consistent League presence at these meetings can add to the League's visibility and credibility.

The Open Meeting Law regulations were updated in September 2017, and the Attorney General's office issued an explanation of the changes, as well as a checklist for creating and approving meeting minutes.
