After the census, which is conducted every 10 years, reapportionment and redistricting is required so that 435 seats in the U.S. House of Representatives, 50 seats in the Pennsylvania (PA) Senate, and 203 seats in the PA House of Representatives are divided equally based on population changes. This means new district maps need to be drawn.

 

Because the population did not grow as fast in PA as in other states, PA will now have 17 seats in the U.S. House of Representatives, down from 18. The U.S. Constitution gives the primary authority to regulate Federal elections, including redistricting, to the states. The map proposed by the State Legislature was vetoed by the Governor. This dispute then went to the courts. On February 23, 2022, the PA Supreme Court chose the map referred to as “the Carter Plan” (shown below) after considering more than a dozen maps. According to the brief submitted by the Carter petitioners, their plan builds on the maps approved by the PA Supreme Court in 2018, while “preserving the cores and lines of current districts to the greatest extent possible.” On March 7, 2022, the U.S. Supreme Court declined to hear a challenge to this decision, allowing this map to be used in PA for the 2022 elections.

 

The map below shows Pennsylvania’s new U.S. Congressional districts. The 15th U.S. Congressional district, shown in pink on the map below, includes the counties of Armstrong, Cameron, Centre, Clarion, Clearfield, Clinton, Elk, Forest, Jefferson, McKean, Potter, Snyder, Tioga, Union, and Warren, and portions of Indiana, Lycoming, and Venango counties. 

Voters in Union County will now be voting for a U.S. Representative as part of the new 15th Congressional District (shown in pink on the map above). Members of the U.S. House of Representatives serve two-year terms.

 

The Pennsylvania State Senate has 50 State Senators. This number does not change, but the boundaries of the 50 districts have changed. The map below shows the new PA State Senatorial districts. The 23rd PA Senatorial district, shown in yellow on the map below, includes the counties of Bradford, Lycoming, Sullivan, Tioga, and Union.

 

Voters in Union County will still be voting for PA Senator as part of the 23rd State Senatorial District (shown in yellow on the map above). Members of the PA Senate serve four-year terms. The 23rd State Senatorial district is currently represented by Gene Yaw, whose term does not end until 2024. 

 

Redistricting also changed the boundaries for the 203 PA State House of Representatives districts. Residents of Union County will now vote for PA Representative in the new 76th, 83rd, and 85th districts, depending on their municipality. The map to the left shows the new PA State House of Representative districts for Union County.
