Tony Castle, PE
Wisconsin Structures Lead

Tony is the Wisconsin Structures Lead at EMCS Inc in Milwaukee. He received his undergraduate degree in Civil Engineer from UW-Milwaukee in 2009 and graduate degree in Structural Engineering from MSOE in 2014. Tony has been practicing structural engineering for 15 plus years with professional licensure in Wisconsin, Indiana, and Michigan. Tony has been very involved in the local branch and section of ASCE. Some of the various roles he has held include President of the Southeast Branch YMG (2016-2017), President of the Southeast Branch (2020-2021), Wisconsin Section Director-at-Large (current). Tony has also served as a committee member and chair on serval ASCE planning committees including STEM Expo (2014-2016), Wisconsin Section Annual Meeting (2018, 2020, 2024), Wisconsin Section Spring Technical Conference (2018, 2022), and the Wisconsin Infrastructure Report Card - Bridge Chapter (2020, 2024). Tony has also won several awards through ASCE including the 2016 Outstanding Younger Member in Community Activities in the Central Regions, the 2017 Outstanding Young Civil Engineer in the Private Sector in the Central Regions, the 2017 Wisconsin Young Civil Engineer, 2023 Luther Graef Individual Merit Award for Engineer in Consulting Practice. Tony is married to his lovely wife Kimberly, and they have two wonderful children.

Madison AndersonMadison Anderson, PE
Transportation Engineer

Madison Anderson is a Professional Engineer at Stanley Consultants and is based out of the Chicago, IL office (although she calls Wisconsin home). She holds a Bachelor of Science degree in Civil Engineering from Colorado School of Mines and will complete her Master of Science degree in Transportation Engineering at University of Illinois - Urbana Champaign this December. Madison specializes in design engineering for suburban and urban roadways,  sidewalks, multi-use trails, curb ramps, signing and striping, traffic control, utility conflicts, and construction phasing. Madison has worked on projects for the Colorado and Illinois Departments of Transportation (DOTs) and various municipalities, including Town of Parker, Arapahoe County, and the Illinois Tollway. Madison is a member of American Society of Civil Engineers and Women Transportation Seminar (WTS).

Debby Jackson

Debby Jackson
Executive Director, Transportation Development Association of WI

Debby Jackson assumed the role of executive director of the Transportation Development Association of Wisconsin after more than 15 years with the organization. In addition to her vast experience in association management and transportation advocacy, Jackson has a business background. She leverages the breadth and depth of her professional experience, along with her knowledge of the membership and mission of TDA, to be a strong voice for robust transportation infrastructure in Wisconsin.

With TDA, Jackson has been responsible for member communications, business affairs, and marketing, including the highly successful “Just Fix It” campaign. She has been a driving force in making the association’s communications more consumer-friendly. She takes complicated budget or industry information and crafts the messaging, so it is consumable and relevant for a wide range of audiences.

Jackson started her career as a staff auditor with Price Waterhouse, which led to a series of accounting and corporate management positions with a major national retailer.

The Transportation Development Association of Wisconsin is a statewide alliance of 400-plus transportation stakeholders committed to a safe, modern, interconnected transportation network that will support a strong economy and enhance the quality of life for everyone in Wisconsin.
