Rosemarie Zagarri of George Mason University will discuss the origins of the Electoral College as a jerrybuilt compromise, devised by the framers of the Constitution, that satisfied no one completely. Almost as soon as it went into operation, the flaws and defects of the Electoral College became evident and the emergence of a two-party political system intensified its structural weaknesses. Yet the system has endured. Zagarri will pose the question for the audience "what can be done to remedy the inadequacies of the Electoral College?"
