Carol Diggleman, PhD
Professor Emerita
Carol Diggelman has a BS in Chemistry and a MS in Civil & Environmental Engineering from UW-Milwaukee and a PhD in Civil & Environmental Engineering from UW-Madison (Dissertation-Life-Cycle Comparison of Five Engineered Systems for Managing Food Waste). She taught at MSOE for 32 years across science and engineering undergraduate departments and in the Environmental Engineering Master’s Program, (MSEV), for which she organized 10 years of environmental symposiums. She has been a member of ASCE-WI since 1987 and served for several years as co-chair of the ASCE National Solid Waste Engineering Committee. After retiring from MSOE, she resumed activities on the Natural Resources Committee of the LWV of Milwaukee County, which she had joined in the 1970’s while a stay-at-home mother to two small children. She represents both organizations on the LWVWI—ASCE-WI Steering Committee, which organized the 2024 ASCE-WI Infrastructure Report Card webinar series.

Laurel Sukup
Program Director, WI Department of Natural Resources
Laurel Sukup is a long term employee with the Wisconsin Department of Natural Resources. During her tenure she has held regulatory positions as well as leading the Department’s non-regulatory programs. Her goal is to find ways to empower businesses and local governments to achieve their goals while meeting and exceeding their regulatory requirements. She is also dedicated to supporting culture change within her own agency to ensure that all understand the non-regulatory tools they have that can reduce their own workload, improve relationships with the regulated community and support the leaders who want to drive their own environmental improvements.
Jennifer Semrau
Program Director, Statewide Waste Reduction and Diversion Coordinator, WI Department of Natural Resources
Jennifer Semrau is the Waste Reduction & Diversion Coordinator for the WI Department of Natural Resources. In this role, Jennifer oversees the agency’s recycling and diversion related programs, including implementation of the state’s recycling law. Prior to joining the DNR in 2016, Jennifer worked for 17 years as the Recycling Specialist for Winnebago County Solid Waste. Jennifer is on the Board of Directors of the Associated Recyclers of WI (AROW) and serves on numerous committees, including the Executive Committee as Secretary. She also serves on the national Product Stewardship Institute (PSI) Board of Directors and is the current Treasurer. Jennifer has a degree in Environmental Policy and Planning from University of Wisconsin-Green Bay and is the proud recipient of the 2013 Christy Dixon Recycler of the Year Award.
