The League of Women Voters of North Carolina has submitted a formal letter to the North Carolina State Board of Elections expressing deep concern about county-level proposals that would reduce early voting sites, including several serving campus and student communities.

The letter cites the central role early voting plays in voter participation, noting that more than 4.2 million North Carolinians cast in-person early ballots in the 2024 general election—nearly 74% of all votes cast. Reducing early voting locations, the League warned, risks disenfranchising voters who already face barriers to accessing the ballot.

League President Jennifer Rubin emphasized the importance of protecting access: “Early voting is central to the functioning of our electoral system and must be treated as such.”

The League is particularly concerned about counties where local Boards of Elections did not unanimously approve early voting plans, noting that the State Board’s decisions will determine whether access is expanded or restricted. Rubin urged the Board to use its authority to promote “accessible and equitable early voting across all counties” so that all eligible voters can participate fully in democracy.
