Parental Rights Bill H.4757 would establish several new parental rights related to education and medical services. While the League supports parental rights, there are aspects of this bill which are concerning. 
 

This bill, while attempting to provide for parents’ rights and to accommodate the broad range of parental beliefs, creates additional work for classroom teachers, administrators, locally-elected school board members, schools and districts. It fails to acknowledge the efforts that schools are already making to work cooperatively with parents to resolve possible concerns. 

We believe that there are existing laws, regulations, policies and procedures that address provisions of this bill,  including the robust and inclusive curriculum and materials review and selection process, for all subjects, at the state and local level. In addition, parents are provided information about the courses and materials in a course syllabus which is provided to students at the beginning of the year or semester.

As soon as possible this week call your State Senator. 

Let your senator know that while you support parental rights, there are elements of this bill that are of concern, and could have detrimental effects on students, teachers and schools.

Key points of the bill

  • Requires a five-day notice to parents of any class discussion or instruction of gender roles, gender stereotypes, gender identity, gender expression, or sexual orientation. The parent must provide an affirmative permission for their child to participate.
  • Provides the opportunity for parents to opt their child out of instruction the parent deems harmful or that conflicts with the parent’s beliefs or practices regarding sex, morality, or religion.
  • Does not allow an employee of this State to withhold from the parent information concerning the child’s education, their physical, emotional, or mental health, nor a child’s request to be treated in a manner that is inconsistent with his or her sex.
  • Provides the right for a parent to bring a civil suit against a teacher or other support staff for violations of the provisions of the bill after their grievance was not satisfied through a layered process at the school and district level.
